Program Evaluation

TAGT is pleased to provide access to resources that will assist educators with the many elements that make up effective program evaluation. While program evaluation has long been mandated on a yearly basis as a part of the Texas State Plan for the Education of Gifted/Talented Students, the 2013-2014 school year has brought a new urgency to the evaluation process, under the language contain in House Bill 5. That language requires all school districts to:

“…Evaluate the district's performance and the performance of each campus in the district in community and student engagement and in compliance…and assign the district and each campus an acceptable performance rating of A, B, or C, or an unacceptable performance rating of D or F for both overall performance and each individual D or F for both overall performance and each individual evaluation factor listed…Not later than August 8 of each year, the district shall report each performance rating to the agency and make the performance ratings publicly available as provided by commissioner rule.”

Educational programs for gifted and talented students are one of eight required areas cited. Although some districts have been evaluating gifted programs yearly, many others have not. TAGT has developed one model format that can be used for evaluation of gifted programs and services at both the campus and the district level. Other districts, educational service centers, and educational associations have also developed tools for such use. TAGT, as a non-profit educational association with its focus on gifted education, is uniquely qualified to bring forward useful materials for these purposes.

SECTION I: SCHOOL LAW AND POLICY This section explores looks the laws and rules regarding gifted education in Texas, including House Bill 5 with an emphasis on the language that makes up this new law. Texas State Plan for the Education of Gifted and Talented Texas Education Code related to G/T HB 5
SECTION II: SAMPLE EVALUATION INSTRUMENTS This section will include samples of some evaluation tools being used by other school districts. All such materials are used with permission of the districts.
SECTION III: TEXAS STATE PLAN FOR THE EDUCATION OF GIFTED/TALENTED STUDENTS This section highlights the Texas State Plan, which includes all laws and rules regarding gifted education in Texas and citations of the source documents. The main text in the State Plan is divided into three columns - one has policies and practices that are required to be in compliance with state law; the two additional columns note recommended and exemplary practices for districts to follow if they so choose.
SECTION IV: GENERAL IMPLEMENTATION AND EVALUATION RESOURCES This section offers a further look at resources on evaluation of gifted programs and services and examples of best practices in the field of gifted education.
SECTION V: PUBLICATIONS The books listed below contain detailed information about program evaluation, program standards, and identification of gifted students, all key elements of successful programming.
SECTION VI: WEBSITE RESOURCES This section provides additional information and examples about each of the five areas noted in the Texas State Plan for the Education of Gifted/Talented Students.
