Information on Legislative budget Board Survey Request
In Spring 2023, the Legislative Budget Board (LBB) initiated a study of Gifted and Talented (G/T) education in Texas. The LBB is a permanent joint committee of the Texas Legislature that has many responsibilities, including conducting evaluations and reviews to improve the efficiency and performance of state and local operations. Within the LBB the School Performance Review team is tasked with conducting management and performance reviews of districts in Texas. They have also recently begun targeted reviews focused on various aspects of the educational system including academic and operational programs (see 2021 Food Server Operations report).

Within the LBB the School Performance Review team is tasked with conducting management and performance reviews of districts in Texas. They have also recently begun targeted reviews focused on various aspects of the educational system including academic and operational programs (see 2021 Food Server Operations report).It is the goal of the study to produce a report that is a detailed overview of G/T Programs in Texas. The report will not contain policy or fiscal recommendations but its aim is to provide a snapshot of G/T in our state.
To complete this report, the LBB is gathering information on the organization of G/T programs, the processes districts use to identify G/T students, the G/T services districts provide, and the challenges districts face when trying to administer effective G/T programs.
To obtain this information, we are asking districts to complete a brief survey and answer questions about their G/T programs. Generally, one response per district is requested. However, if there are multiple people responsible for aspects of G/T services (e.g. elementary services vs secondary services), individuals may complete separately from the perspective of their responsibilities. Data and responses will not be attributed to districts specifically. The district name is requested to allow the LBB to categorize responses/data based on district types.
The final report is tentatively expected to be published in late summer/early fall and will be available publicly.
