Legislative Update

Last week the House laid out their House Rules. These rules govern how the House conducts business but also sets up the committees and their jurisdiction. There has been some pressure over the last year to not allow minority party Members be Chairs of committees. The rules were laid out and explained and then debate was quickly ended by a procedural move and the rules passed.

There has been some pressure over the last year to not allow minority party Members be Chairs of committees. The rules were laid out and explained and then debate was quickly ended by a procedural move and the rules passed. These rules did indeed ban Democrats from serving as Chairs, but they allow for Democrats to be Vice Chairs and to Chair permanent subcommittees. The Speaker and his team are working on committee assignments and they should announce them in a couple of weeks. Read more here.
Over in the Senate, Finance and Senate Education are conducting hearings. The Senate Committee on Education held their hearing on Education Savings Accounts and it is set to hit the Senate floor for full debate within the next few weeks. Additionally, Lt. Governor Patrick announced his first round of priorities.

Governor Greg Abbott will deliver his State of the State on Sunday at 5 p.m.
